In an effort to reduce costs and increase voter participation, state lawmakers Thursday discussed moving school board elections from April to the general election in November.
The Senate Education Committee held discussions Thursday with education groups about consolidating election days, as well as eliminate the requirement that voters decide school tax levies, except for separate questions if the growth cap is exceeded.
Extra elections cost citizens money that could be saved to reduce property taxes or better spent on education, said Sen. Shirley Turner, D-Mercer, the committee chairwoman and sponsor of a bill that would enact such changes.
"Every time we turn around, we're having another election that is costing people money," said Turner.
Turner also said moving the elections to November would allow more voters to have a say in school board elections, since participation is significantly higher.
The idea of consolidating elections has been around for some time. The same committee in 1996 suggested such reforms, and the special legislative session on property tax reform in the summer of 2006 discussed the idea as well. Turner said given the fiscal situation in the state, consolidating the elections "is even more compelling than before."
Education groups opposed moving education elections to November, saying it could politicize the school board election process.
"We've talked to board members in the last year who have said if the election is moved to November, they would resign from the school board," said Michael Vrancik, director of governmental relations for the New Jersey School Boards Associations.
Turner dismissed the portrayal of school board elections being free of any partisanship.
"We're being naive if we think that partisanship doesn't exist in school board elections," said Turner.
Turner said she would entertain the idea of keeping the elections out of November in favor of consolidating the April elections with nonpartisan elections in May or primary elections in June.
Sen. M. Teresa Ruiz, D-Essex, vice chairwoman of the committee, was also against moving school board elections to November, saying it would amplify any perceived politicization of board members.
"I know these are hard times, but with democracy, we shouldn't put a price on it," said Ruiz.
Concerns were also raised about holding nonpolitical elections on the same ballot as political ones, which could be in violation of the Hatch Act of 1939, the federal law that prohibits civil servants from engaging in political activity.
Although opposed to moving school board elections to November, the education groups all favored eliminating the school budget vote.
Michael Flynn, associate director of governmental relations for the New Jersey Education Association, said moving additional spending questions into November could be problematic because the questions would pertain to a school year already underway.

Hammonton received an additional $2 million this year. Frankly, with an extra $2 million, if they couldn't come through with a zero tax increase we would really have something to worry about.

No. according to the state funding formula, Hammonton is still extremely underfunded. We are still short about $2.5 million for the next school year. It will probably take at least 2 more years for the state to fully fund our school district if the 20% cap remains in place. The school district has survived through some very rough times brought on by the lack of state funding. Now that the funding is returning, the district is starting to be able to bring back many programs that were cut. Next year the district should be able to actually have a decrease in the tax rate, as long as the state continues on it's current path of properly funding schools. The Democrats support the schools, support the kids, support the taxpayers, and support this budget.
Democrats generally tend to always support spending taxpayer money. The problem that tends to happen is that the more taxpayer money spent will require more tax money to be collected.
If we click our heels 3 times maybe we can wish and hope the grant fairy will give us more money forever.
As a general rule, it is always easier to spend other people's money then it is to pay the taxes for all of these items.
Are you saying that Hammonton First or the Republicans are not supporting this zero increase budget? They are not supporting our children's education? They are not supporting the proper funding from the state so that our local property taxes can be lowered?
I do not support our kids nor do I want the state to pay it's fair share. I can tell you really are for helping the kids by strangling them with debt for years to come. Maybe next year the school budget can be 55 million because that would really help the children.
If we can only restore a few more levels of management and increase salaries there will be hope for the children. Our administrators deserve a 30% raise since Newark & Jersey City are paid much more than ours.
The budget for next year is at a zero increase because the state is paying it's fair share. It helps the local taxpayers by lowering the school district's dependence on property taxes. I'm sorry to hear that you do not support our kids. I do support a good education for our children. Our district has had to cut very important educational programs because of the lack of the state living up to it's responsibilities. Because the state is finally coming through the school district has eliminated it's deficit. And continued funding from the state will help eliminate the need for incurring debt at the school district. We can put money back into the surplus and set aside money for future capital expenses. The school district can not have a $55 million dollar budget next year because of budgetary caps. And that amount of money is not necessary. And as far as administration, please check your facts before you spout off silly and sad mistaken assumptions. Our district runs with a very low administrator to student ratio and our salaries are lower than most other districts. If you notice in this years budget there are no administrators being added to the budget, and that is the way it should be. We need to bring back the educational programs that have been cut over the last 6 years so that we can give our kids the best possible education. We have to give them the tools to succeed. That is our responsibility to our children and we need to live up to that responsibility.

Jim, you raise some very interesting points. The question remains what would the school district do if the governor didn't deliver 2 million for this budget and 1 million extra for last years budget? Would it all be good then? Would HF be the savior of the town when the school could have possibily faced another large tax increase? Would we be happy with another tax increase? The answer is clearly NO, in the typical HF style they would BLAME everyone else.We as taxpayers need to examine the local budget very closely to see just what and how much they are bonding our future.What improvements are they making this year? what roads will they pave? What services will they cut? And most of all just who will they blame? The facts are the facts, they have now been there three years so the good and bad now belong to them, clearly, but their spiners will blame a thousand others. when the tax increase comes it will be a hefty one, then they will blame others.Look around the ratable base is not expanding and even if new ratables do happen the lag time for hitting the books will take some time.The schools have suffered for a long time, but don't expect the state to give Hammonton the rest of the money in years to come.As we all know the state is in bad shape, money will continue to get harder, things by nature go up, but thanks to HF things don't go up here.HA HA. You aren't clear at all, YOU ARE WRONG!!!! Out of 24 districts in Atlantic County, Hammonton ranks 15th in teacher's salary. The budget adds ONE supervisor The budget adds 1.5 secretaries. Most of the additions to the staff are educational needs, including the supervisor. We have shortchanged our children too long. We now have the opportunity to improve our education here in our district without raising taxes. You should be happy about that!!!!
