HAMMONTON - Police Chief Frank Ingemi is suing the mayor and a Town Council member for retaliating against him "when he would not play into their political scheme to get the public to approve moving town hall."
Ingemi alleges in the complaint, filed Tuesday in the Atlantic County Civil Courthouse, that in the summer and fall of 2006, Councilman Rock Colasurdo had no legitimate reason but to cause a panic to help his party's plans to locate the town hall elsewhere, alleging that an un-American group - the Ku Klux Klan - planted asbestos under the town hall, the lawsuit states.
When Ingemi found there was no credible evidence that the KKK put asbestos at the town hall, he voiced his concern to Mayor John DiDonato and Colasurdo several times; according to the complaint, Ingemi did not want the public concerned over "false allegations and taxpayer dollars which would be wasted by 'dummy' investigations used to disguise otherwise false allegations," the lawsuit states.
When DiDonato and Colasurdo did nothing to quell the public's concerns, Ingemi told a reporter with The Press of Atlantic City that Colasurdo asked police to investigate possible KKK sabotage of the public building, according to the lawsuit.
That was when DiDonato and Colasurdo retaliated against the chief and the chief had to go before a retired judge to face potential administrative charges, the lawsuit states.
Ingemi is represented by attorneys Arthur Murray and Lou Barbone, both from the law firm Jacobs & Barbone.
"Chief Ingemi, who has given the majority of his adult life to the town of Hammonton and to his police department, deserved better than to be used as a political pawn," Murray said.
DiDonato and Colasurdo filed a complaint on behalf of the town against Ingemi in 2006. They accused the chief of willful disobedience, harassing and threatening the mayor and refusing to abide by Town Council's order to wear his police uniform while on duty. DiDonato and Colasurdo also alleged that Ingemi made a ticket issued to Councilwoman Christine Massarelli "go away."
After several days of hearings, retired Judge Richard Williams, acting as a hearing officer, heard from several witnesses, including Ingemi, DiDonato and Colasurdo. Williams ruled that the chief did nothing wrong.
The only problem was it caused distress for the chief, who after many years in the department with an otherwise unblemished record had to defend himself in public hearings, Murray said.
Ingemi is seeking compensatory and punitive damages, as well as attorney fees.
Everyone knew this was comoing. It's been talked around town for the past two weeks. The Mayor and Councilman Colasurdo have put the town in a very bad situation here. And let's not forget the other member of the Law & Order Committee who also approved of the actions taken by these two men, That third member was Ed Wuillermin.
Good luck Chief but you won't need it. This case is a no brainer. More "shame, shame on you" for John, Rocky and Ed. Notice I'm not giving them the respect of calling them Mayor and Councilman; they don't deserve it.

I find it amazing that there are still Hammontonians who would even consider putting a HF sign on their lawn. Aren't they embarrased by their party leaders? I found it ironic to have seen Support the Chief Signs on a few Hammonton First supporters lawns. Don't they know what's really going on and the "real" reason for their party's founding?
And let us not forget the Mayor's attack of the Police Departments Emergency Response Team vehicle. The Mayor called it a 'converted lunch truck". He then questioned that it was not a "certified vehicle" suggesting that it was therefore unacceptable. All of this because the Chief asked the Mayor's brother to confirm that the vehicle could be safely driven in and out of the new town hall building as planned. Note to the Mayor - the vehicle was built and donated, at no cost to taxpayers, by a local family owned and operated business. This family business builds some of the best quality specialty vehicles of various types used all over the world by government and military agencies along with organizations involved in worldwide disaster relief efforts.
I guess that because you cannot take credit for the work or tax dollar savings here then it is not of any value. You should be ashamed of yourself!
How about that almighty Councilman Ed W. , does anyone remember last year when he berated the Fire Chief during a Town Council meeting because only one vendor bid on the Fire Dept specialized safety equipment. The Town's cost was only about $6,000.00 on that purchase since it was funded primarily by a granted that the Fire Dept applied for and received. Well I guess if you are the almighty ED W. and now you want to buy a simple new $39,000.00 pickup truck for the Water Dept. one bid is all that you need.
Not a word was said about the it during the recent Town Council when the purchase contract was awarded with a single bid from a local car dealer. You mean to tell the public that the Town of Hammonton could only manage to get one dealer to bid on a pickup truck!!! You want to ask yourself what was so special about the local car dealer that they alone submitted the only bid for this $39,000.00 Water Dept. pickup truck.
Remember rules only apply to common people not the powerful and almighty Hammonton First Mayor and Council.

I am sure we can all remember how the Hammonton First Mayor and Council awarded the old town hall building work to the Mayor's cousin. What a shady bidding arrangement that was. Break up the work in to so many smaller contracts just to give the work to a few pre-selected contractors including his cousin. Oh and what happened when the Mayor's cousin wanted more money to complete the work he was already contracted to do for a fixed price. Yes, boys and girls that is right they just gave him more money. It is just that easy when you are King, I mean Prince John and you have the "I Know Everything Ed" to argue the point until everyone is completely exhausted from just listening to him go on and on and on and on saying really nothing until no one can even remember the question.
How about the B$ story from one-bid-Ed about why he approved an emergency change-order just to replace the roofing shingles on a water dept. building.
That roof surface still had several years of useful life, there was no damage or roof leaks.He said that it was convenient for the contractor to do the work at that time.
How does a roof that is not damaged or leaking require an emergency change-order?
The state DCA has laws that are there to prevent this type of B$ and spending abuse , but the HF crew do not care about the rules that everyone else is expected to follow.

I am glad that the Dems are standing up for the police chief, police department, fire department, and public safety. The Republicans have done nothing for way too long. The republican candidates voted in last year have proven to be a waste.
Last year's dems candidates took a strong stand on things, including the chief. It is a shame they lost. I just hope this year's strong Democratic ticket will prevail in the elections.

1. Ripa's lawsuit is not against the town and police, it is about the action's of certain individuals holding positions within the town and one police officer within the police dept. It is also about the actions of other actors that are central figures in the hammontonfirst party. She is looking to the court system for protection against and relief from the stated mistreatment she received from these various individuals.
2. The action against the Chief was not a lawsuit by the mayor and councilperson members of the hammontonfirst party. The mayor and councilperson attempted to use their positions of power and authority over the Chief in a false and abusive way. The Chief asked for a public court hearing to clear his name and record of the false claims that were made against him by the mayor and councilperson.
It is safe to say that 99% of the taxpaying public would say NO to the ACTIONS OF THE INDIVIDUALS THAT CAUSED BOTH PROBLEMS!

Any honest and respectable political party would be in favor of justice for victims.
The fact that there could be some costs involved would not diminish their support for a victims appeal to the courts for justice.
Any reasonable person would not want a person who is trying to win lawsuit money from the town to be in a position to decide how much money is enough in a settlement. These lawsuits always find a way of being settled with the lawyers getting a good amount of taxpayer money.
If that is confusing to you I am sorry.
Settle the outstanding lawsuit then run for office.
The voters will decide, this is my opinion.

When the the hammonton-me-first gave their solicitor and party member an extra $10,000.00 on January 1st. There was no formal request for the raise, they just did it becuase that's how they operate.

I wonder why Anthony Falcone isn't answering. Are the Democrats now against Robin Ripa and Chief Ingemi's lawsuits? Maybe they are going to dump Robin off the ticket as Keith Gazzara said they were considering?

It is unfortunate that the town is facing these suits but it is now up to the courts to decide the issues. Ask Bertino, he hangs around with him.

If the Democratic candidates agree not to double dip on the taxpayer paid health insurance it would greatly help their campaign.
I know the majority of Hammonton people do not support elected officials getting paid twice for health insurance benefits.
Would Robin Ripa, in addition to Anthony Falcone, be eligible to cash in a second health insurance policy from the local Hammonton taxpayers when she is already getting health insurance from the town for her job in the police dept?

If you like Mike Ammirato, then vote for Mike Ammirato. There are 9 people to chose from. Personally I think all 3 Democrats are the best pick but if you really like a particular candidate then you should vote for them. You shouldn't base your vote on one issue. Solely basing a election on one issue is what got Hammonton First elected in the first place. We need well rounded candidates who care about ALL of Hammonton. There have been many good Democrats who didn't get elected because people didn't take the time to learn about them or talk to them.

Ripa and Falcone will get the government insurance they already have then get to pocket extra cash by taking the "buyout" so they don't have double insurance. I think a lot of taxpayers wish they could double dip like that.

During the last council meeting on sept. 24, did you see the mayor's brother tell everyone that the computer company he and the mayor selected for the job will not be doing any of the computer wiring until after the building is completed next year.
What happened to his urgent need to get this work done?
It seems that the mayor's personal computer company either can not or will not meet the basic requirements for working on a union construction job site like every other contractor doing work on the new town hall.
Why was One-Bid-Ed so eager on Sept. 10th to give the computer wiring contract to a company that cannot do any work in the new town hall building for the next 6 months.It is a union construction job site and this computer company (which by the way - the mayor has a business relationship with) is not prepared to meet the normal work requirements for the job site.It was so nice that the mayors brother who was put in charge of the new building project by the mayor and hammontonfirst council was in a position to suggest that the town use this company for the work.

who is "they" that the mayor is referring to? Is it Jerry Barbeara? Because the last time I checked Councilman Vitalo is the person to ask about Parks and Rec and not some NFH / HF candidate. One more thing, why hasn't HF filed a financial report with the state. Are they going to wait 3 months later like last year? Can they get fined for that? They can't even follow the rules of the state election commitee and they want to continue to abuse our town?

I think that most will pass on the local hammonton-me-first event. There are certain events that most people would rather not attend unless they are forced to do so. Like that 1978 People's Temple event in Jonestown, Guyana.

The Hammonton Democrats know that voters are smart enough to review all 3 parties and make their decisions. The decision this year is DEMOCRATS.

Mike Amirrato already said in the paper that he wants the soccer kids to have to go back to the school fields. That didn't work before. He's no better than the Republicans.
Democrats like Anthony Falcone voted to put this town in record debt. Enough is enough.
That's not what Mike said. Mike said that we should be utilizing the facilities we have to help alleviate some overcrowding problems. Throwing money at a problem is not the best answer. If we absolutetly need more fields we should do it, but we shouldn't refuse to use good fields and waste money. The current council has by their actions and votes during 2007 put the town back up to the highest level of debt in history. Anthony realizes that this must stop. The last year he served on Council the debt dropped. It is obvious by their actions that the present council (6 Republicans) intend to keep pushing us further and further into debt. Enough is enough. Stop the debt, improve recreational facilities, control growth, capital improvements, return essential services to the taxpayers. Vote Democrat all 3 seats. Vot Ammirato, Falcone, and Ripa.
